How much would it cost to create an ERC-20 token right now?

Hello guys. I've been scouting the net for some info but all the information I found seem dated.

So, since I'd like to create a brand new ERC-20 token from scratch in order to learn solidity, for example, what would the cost to mint 650m tokens be?

Also, in order to transfer those tokens to other metamask wallet, would I pay the fees in ETH or would I pay the fees using my own token?
