If 2.0 has a base fee, and Eth becomes deflationary, wouldn’t that mean hellla expensive fees?

Maybe this is a newbie question, but: – if Ethereum will start charging a base fee of X Eth and burns those fees, making it deflationary. Wouldn’t that make Eth go to the moon, including the fees, again?

Or is the base fee of Eth2.0 not a fixed amount of eth?

Thank you in advance for your response!
