ELI3 on rollups thing?

ELI5's on rollups are too complicated for me, need ELI3 ¯(°_o)/¯

Let's say i have some money in my crypto wallet and want to

1) send 1 ETH to a friend

2) send an ERC20 token, e.g. 100 DAI to a friend

3) swap 100 DAI to USDC via uniswap or something

it will cost me let's say $5/$15/$40 on a good day.

will zk or optimistic rollups help me to reduce these fees?
