Gtx 1060 only getting 3.84 mh/s (is this normal?)

I just setup 2 gtx 1060 3gb I had laying around and there only getting around 3.84 mph/s each. Is that normal? I’ve tried overclocking underclocking, fan speed at max and no real change. I’ve seen on benchmarks people getting 10 mh/s Windows 10. Nanominer (the only miner that will run 3gb cards). Nanopool. It’s a old intel motherboard with 8gb ddr3.
