What’s the 51% attack and could it actually have an impact?

Read about this while learning about the EIP-1559 but I'm not sure I totally understand. Even more, if miners could actually undermine the ETH network with this before ETH could fully transition to V.2.0 & POS. Can someone help illuminate this for me? Thanks.
