What stops EIP 1559 from burning the entire supply of Ethereum?

Simple question, but one I can’t seem to find an answer for. Bitcoin for example has a max supply cap, but from my understanding of EIP 1559, it burns the Ethereum total supply through BASEFEE. Will this not end up burning most of the supply over the course of many years/decades?
