GPU Clock Fluctuation

Hope someone could help. I have noticed the other day that my GPU Clock was fluctuating wildly and my hash rate would do the same thing (slowly go down 2 hash then go back up 2 hash). The only time I have seen this happen is when I remote log in via Chrome Remote Desktop. But as soon as I disconnect the hash and the fluctuation stops.
