High temps with fan speed at 60%+?

My GPU is reaching 85 – 90 C with my fan settings at 60%, even if I up it, the temp stays the same.

Any ideas what could be causing this?

It's a 1660 OC with Memory Clock and Core Clock at 0.

Only adjusted the fan speed, power limit and temp. limit.
