Mining not using max core clock

I am testing ravencoin mining right now to get a feel for how it works. So iI started today with an rx470 4gb, but I noticed it does not use the max core clock speed. Memory speed is maxed (1900 for now), but core clock hocers between 800 and 1000. While it can go up to 1200, but never does.

I know workload can change for kawpow, but I would assume it will use the max clock speeds available regardless.

I also tried two different miners (trm and nb) to make sure it wasn't the program acting up.

Temperatures also stay at 75% max, so it isn't throtteling I think.

Is this a normal thing, or should I look into it further?
