Is testnet stuck?

Testnet hasn't had a new block for 5 days, and it's status seems to be stuck at "syncing" and 99%. Running the testnet wallet I'm stuck at connecting to peers. Is there something special I need to do to use testnet other than run the wallet in testnet mode, or is the testnet stuck?
