Could new laws & current laws in general, be made into NFTs?

I'm new to this and I was wondering if laws like the Patriot act, that was supposed to be temporary, would have a smart contact to avoid what's going on now.

I'm usually terrible at explaining my thoughts so if anyone knows what I'm thinking, please let me know!
